Dr. B.T. Sampath Kumar is a Senior Professor in the Department of Studies and Research in Library and Information Science
at Tumkur University, India. He got First Rank in M.Sc. in Library and Information Science and was honoured with a Gold Medal for his exceptional
academic performance. Additionally, he pursued his PhD from Kuvempu University and further enhanced his qualifications with a Post Graduate Diploma in Computer
Science (PGDCS) from the University of Hyderabad, Telangana.
Throughout his career, Dr. B.T. Sampath Kumar has published over 250 research papers in prestigious international and national journals and conferences.
His outstanding research has earned him several accolades, including the I.L.A.P.V. Verghese Award for the best research paper published in the ILA Bulletin.
The Library Professional Association (LPA) also recognised his contributions to the field, which honoured him with the "Best Academic LIS Professional Award"
at Sardar Patel University, Gujarat. In addition, he received a State Award from the Government of Karnataka in April 2022 for his distinguished service in
Library and Information Science.
Beyond his academic achievements, Dr. Sampath Kumar has held various important administrative positions. He has served as the Registrar (In-charge), Dean
of the Faculty of Science and Technology, Director of the College and Development Council, Deputy Registrar of the Academic Section, and a Syndicate
and Academic Council Member at Tumkur University. Currently, he is the Director of the Planning, Monitoring, and Evaluation Board (PMEB) at Tumkur University.
His professional journey reflects his unwavering dedication to advancing education, research, and the development of Library and Information Science in India.

He has also contributed to the global academic community by presenting papers at international conferences in cities such as Dubai (UAE), Bangkok (Thailand),
Ho Chi Minh City (Vietnam), and Phnom Penh (Cambodia).
The use of Web-based electronic resources has become common in scholarly writing and publishing. Increasing dependence on web-based resources leads to increased use of web citations. In scholarly publishing, the process of web resources becoming inaccessible over a period of time is referred to as Web decay. Web decay is a threat to the persistent availability of web resources. But, the Web archives particularly the Wayback machine offer a solution to the problem of web decay.
In this context, the present research proposal explore the trends in the use of Web citations as well as what percentage of web citations have decayed in Indian theses. Further, an attempt will be made to recover the decayed web citation using Wayback Machine.
